ONGC

The company was founded in 1938 as a public limited company, but the government took over in 1982. The first thing it did was sell all its gas fields to the government. Then it became an oil company and started drilling for oil. It has no plans to stop drilling for oil: soon it will be as hard to find oil as it is to find gold.

ONGC is the only company in India with a market capitalization that exceeds $100 billion–and there are many others that are bigger or richer than ONGC. (The next best is the Indian Oil Corporation.) ONGC’s single biggest shareholder is the British government, which owns 15%. Its single biggest customer is China, which buys almost all of ONGC’s oil.

Public-sector oil companies are an outgrowth of the colonial experience. The British set up a lot of them in India and other colonies, to run the refinery network and get the big contracts. The idea was that they would be run by people with expertise in oil refining, who would be paid well enough to stay on and train their successors, which would make all future decisions better.
